Stephen O'Rourke QC

It is with deepest regret that Terra Firma Chambers announce the premature passing of one of its brightest stars – Stephen O’Rourke QC, Keeper of the Library, Principal Crown Counsel.

Stephen called to the bar in 2002, taking silk in 2017.  Amongst many legal distinctions, he held the position of Standing Junior Counsel to the Advocate General for Scotland from 2013 to 2017 and was Legal Chair to the Parole Board for Scotland from 2017 to 2021.  He was an Advocate Depute from 2010 to 2013 and continued in that role on an ad hoc basis until 2021 when he was appointed Principal Crown Counsel by the Lord Advocate.

Stephen was an immensely popular figure amongst both Faculty members and staff alike.  In addition to being Keeper of the Library he sat on a number of Faculty committees where his keen intellect and personable nature were valued in equal measure.  Despite his busy schedule, he always gave freely and willingly of his time with dedication and enthusiasm.  In time honoured Faculty tradition he was a published author with his debut novel The Crown Agent garnering rave reviews and widespread critical acclaim.

For all of his professional and literary achievements, Stephen remained humble and modest.  He was held in the highest esteem by all who worked with him and his passing will be sorely felt by all that knew him at Faculty and beyond.

James Findlay QC, Vice Chairman of Terra Firma said: “This is tragic news, and difficult to come to terms with.  It is a personal tragedy.  It is also a significant loss to the profession.  Stephen stood out as embodying the best qualities of an Advocate, combining real ability with the highest of personal qualities.  To say that he will be much missed is a gross understatement.  Our deepest sympathies go to his family.”
