  Both cases, heard before the law lords who make up the Judicial Committee of the Privy Council, concerned the question of whether hearings before temporary judges, and temporary sheriffs, constituted impartial tribunals within the meaning of Article 6 (right to a fair trial) of the European Convention on Human Rights.
