Biography:
Steven Stuart was formerly a lecturer in Scots Law at the University of Dundee (1979-1986). He has particular interest in and substantial experience of planning, licensing, valuation and rating, local government, construction and land law including leases and agricultural law. He has been appointed as a Reporter by the Court of Session in an application for authority to dispose of common good land and has advised local authorities in respect of common good issues. He regularly represents Assessors in valuation matters. He has appeared in many public inquiries dealing with a wide range of development proposals including housing, retail, windfarm, landfill, and an electricity inter-connector. He has appeared in a number of local plan inquiries, most recently for developers in respect of housing proposals at the Angus Local Plan Inquiry. He has advised and appeared in title condition discharge applications and compensation claims before the Lands Tribunal including one in respect of a wayleave under the Electricity Act. He has also appeared in a considerable number of firearms appeals and has advised both Chief Constables and certificate holders. He has appeared before the Court of Session, including, frequently, the Lands Valuation Appeal Court, the Sheriff Court, Land Court, Lands Tribunal for Scotland, Valuation Appeal Committees, Licensing Boards, Arbitrations, Planning Committees and the Transport Authority.
